If your rat is pure white, no other markings of color what-so-ever, and he has neon pink eyes, then yes he is what we call in the Rat Fancy, a pink-eyed white or PEW

Genetic testing would even be able to find out for you if he is a true albino.
If he is off white/cream/light beige colored with pink eyes then he is a Champagne

what your referring to is a P.E.W. (pink eyed white rat) if your not sure why not ask spazrats. she has a great knowledge of rats and would be able to tell you from the pics that you provided. but if you want my opinion it does look like a pew.
It looks like a PEW and definitely has red eyes, but it could also be a light beige variety. There are a lot of different rat coat colours. Any chance of taking a pic with better lighting?

your rat is definately a PEW. I have one that is 5 1/2 weeks old and that's what he looks like.
It's a champagne. His feet look white to me, so probably a berkshire.
