You can go to ratster.com to see if there are any breeders in your area. Also RMCA, and Flikkr (?sp) /rats. Also craigslist.
It would be better to buy a rat from a breeder. You should get 2 of the same gender so as not to have baby rats. Rats are social and live in groups and both will love you to pieces.
I've known people who bought very young feeder rats that turned out fine, but if you can't find a breeder in your area, check pet shops that sell rats that are bred to be pets.
Like some one mentioned, It is good to get them while they are quite young. I got one that was just 6 weeks old, but it's better for them to be at least 7 weeks with mama ratty. Most breeders will not sell them younger than 8 weeks. Breeders also handle the ratlets, or rittens, every day so they are socialized, and you wont have to worry about getting a pregnant ratty.
Make sure to go to some websites to read all you need to know about choosing a healthy rat and what kinds of food and size cage they will need.

A lot of times these rats also develop tumors or health problems later in life than ones meant for pets, because ones that are bred for pets tend to be bred for health. Also, make sure the male and females are separated so that you dont get any pregnant rats by mistake!

you have to handle it yourself because feeder rats aren't handled, they are just kept until sold for food, or fed to the stores pets, then they are skittish, or pregnant.

although i have a pet rat, it is the circle of life.. just like you buy meal worms for rats, you buy rats for snakes, and (garden) snakes for dogs..its a good treat and healthy food..
I wouldn't ever buy a petshop rat. It is a serious gamble to do this. Disease, pregnancy, aggresion. Need I go on. These are some of the problems you could encounter with petshop or feeder rats. I would always go to a breeder. These rats are usually vet checked, correctly sexed from day 1 and are already happy and friendly pets.
I still find it insane when people buy these rats.
