does anypne know of any rat killers that you can put out that won't hurt other animals like dogs?

well, you can try sonic repellents, buy 2 or 3 different kinds, they emit different frequencies that are inaudible to most humans. try plugging them in one at a time, to make sure your dog doesn't react to them, then use the ones that don't affect the dog, using multiples are good, it creates a cacophony that rodents abhor.

Yes, it s called a shotgun. They are available for your local Walmart. They are inexpensive are fun! Clean up the house the old fashioned way. They work on rats, mice, birds, stray cats, unwanted salesmen, opening hard to open cans, fixing furniture, keeping the kids in line, arranging and finalizing weddings. Is there anything a shotgun can't do?
A large tub of water filled half way full - at least a 30 gallon tub. They will try to drink, fall in, and then drown. Its morbid but does the job. Of course its kinder if you find them in there and kill them rather than letting them eventually drown.
But the best method that "mostly" meets your criteria is a cat! They will, however, harm other animals like birds.

Please consider humanely trapping them and releasing them elsewhere.
Also, if you're having a rat problem, the most important thing is to get rid of the reason they're there in the first place... which is usually food, and/or a good nesting area.
